Moscow has initiated the adoption of an experimental legal regime (ELR) for the launch of an unmanned tram, a first in Russia. As reported by the Moscow Department of Transport’s Telegram channel, the primary step towards this goal has been taken. Russian Prime Minister Mikhail Mishustin signed a document introducing an experimental legal regime in Moscow.
Deputy Mayor of Moscow for Transport Maxim Liksutov explained that the ELR will help to safely and quickly launch Russia’s first unmanned tram for passenger trips. He noted that the Moscow Metro was the initiator.
“We will begin test trips with passengers in September. The tram will control the traffic itself, while a driver will supervise its actions. By the end of 2025, we plan to fully launch an unmanned tram with passengers”, added Liksutov.
Deputy Minister of Economic Development of Russia Maxim Kolesnikov emphasized that this is the first use of the ELR tool to test unmanned technologies on various types of urban passenger transport. “The key condition that we set for the participants is the safety of the experiment. Therefore, the entry of unmanned trams on the route at the first stage will necessarily be accompanied by a test driver”, he noted.
