Drone flights should be carried out exclusively with the permission of the Federal Air Transport Agency. Today’s incident in Pulkovo, where fighter jets were lifted into the air and flights were delayed due to UAVs, is a vivid confirmation of this. Drones not only interfere with aircraft, but can also be used for sabotage, according to State Duma deputy Dmitry Gusev.

“This is exactly what my initiative is about: if you need a drone for work purposes: video filming, security, for agricultural needs, then you need to obtain permission from the Federal Air Transport Agency to fly. Because Ukrainian drones have already flown to Saratov and Volgograd, to Kaluga. Today an unidentified object fell in Kalmykia.

This type of activity must be clearly regulated, it must be under the control of the state. If such flights will be with the permission of the Federal Air Transport Agency and under control, with the coordination of the route, then any drone that ends up there without permission should simply be destroyed, ”the deputy expressed the opinion.

At the same time, the owner of such a UAV is automatically recognized as a violator of the flight rules. And he will be punished in accordance with the Administrative Code, he will be fined. Although in some cases, the actions of drone owners can also lead to criminal offenses. After all, with their help, you can monitor objects, carry out espionage, spray dangerous substances and even use them as kamikazes, equipping them with explosives.

At the same time, powerful drones must be distinguished from harmless toys that do not have serious power. It is for this that the regulation of this sphere is necessary, Dmitry Gusev is convinced.

“There should be a simplified procedure for registering UAVs. It is necessary to calculate the flight altitude, engine power. We need strict regulations. We used to be able to ride a scooter without a license and registration, although it is a full-fledged participant in the movement. A similar situation was with electric scooters and bicycles with motors. At first, society did not see them as a danger, but there are a lot of them and they are capable of harming pedestrians. It is the same with drones: they have appeared recently and now it is the turn to streamline their use,” the deputy explained.

He added that he sent his initiative to the Federal Air Transport Agency less than a month ago. After receiving a response from this organization, the issue will be submitted to the State Duma for consideration. In any case, the regulation of UAV flights is currently an urgent task that requires a quick, but well-considered solution.
