Action on absent teachers during inspection of schools in Patna, clarification sought from 63 principals

In Bihar, along with the presence of teachers in government schools of all districts, the system of schools is also being inspected by the Education Department. This inspection of schools is being done from July 1 following the order of the Additional Chief Secretary of the Education Department. During the inspection of schools from July 1 to July 18, the salary of a total of 304 teachers of Patna district, who were on leave without permission, has been stopped. The District Education Officer’s office has been instructed to stop the salary of all these teachers. Along with this, due to delay in the civil work going on in the schools, the salaries of the principals of 25 schools in the district have also been stopped.

Explanation sought from 63 principals

District Program Officer Shyam Nandan said that under the financial year 2023-24, a total amount of 1142.70 lakh was released for the construction of civil works in the schools of the district. With this amount, construction of toilets for students in schools, headmaster’s room and other civil works are to be done in schools. According to the fixed date, by July 10, at least 50 percent of the released amount was to be spent. But in the investigation done by the junior engineer, the construction work was not even started by the 25 school managers. An order has been given to stop the salaries of the headmasters of all these schools. Apart from this, explanation has been sought from 63 headmasters for not starting the construction work. The District Program Officer has instructed all the headmasters of the district to complete the construction work within the prescribed time limit.

Despite peaceful protest, action against teachers is not legal: Bihar secondary teacher

Regarding the demonstration of teachers in front of the Bihar Legislature on July 11, for the demand of unconditional state employee status, the officials of the education department are arbitrarily giving written and verbal orders against the teachers. Regarding this, Raghuvansh Prasad Singh, President of Bihar Secondary Teachers Association and General Secretary and former MP Shatrughan Prasad Singh have issued a statement on Friday saying that on July 11, we were allowed to hold a peaceful protest by the district administration and the police administration. We have followed it 100%. In spite of this, the responsibility of disrupting the law and order by the education officials is being handed over to the teachers by peaceful demonstration, without any basis and proof, which is extremely regrettable.

It is the right of the teachers to draw the attention of the government against the encroachment.

Shatrughan Prasad Singh said that he should review the rules again. In this, the teachers have the right to take authorized leave and draw the attention of the government against the encroachment being done by the government in their service conditions. This is the fundamental right of any union organization given in Article 19 of the Constitution of India. Taking any kind of action against it is a crime of violating the fundamental rights. This is not a violation of the code of conduct.

Salary freeze order should be withdrawn with immediate effect: Shatrughan Prasad Singh

Shatrughan Prasad Singh said that such orders should be returned with respect to the departmental officials. When the government has expressed its desire in the Legislature to hold talks on the cause of our movement, then the department’s conduct contrary to this will be considered as contempt of the Legislature. That’s why all these unauthenticated, illegal and anti-constitutional written and oral orders to stop salary should also be withdrawn with immediate effect. District Magistrate Patna and Senior Police Officer and Gardnibagh Police Station have expressed happiness that the performance of the teachers was completely peaceful and disciplined. Despite this, the written explanation of the office bearers who arbitrarily accuse the teachers is creating resentment among the teachers. In such a situation, the department will be responsible for spoiling the learning environment in the schools.
