Yesterday, the State Audit Institution celebrated the fiftieth anniversary of its founding, in the presence of a number of former and current employees of the State Audit Institution.
His Excellency Mr. Abdulaziz Mohammed Ahmed Al-Emadi, President of the State Audit Institution, said that the celebration of the fiftieth anniversary of the establishment of the State Audit Institution represents an opportunity to evaluate the work and determine the mechanisms for reaching the desired results with the highest efficiency, ambition and determination to continue the development process.
He referred to following up the extent of progress in achieving the goals and comparing the actual performance with what is planned through performance indicators and periodic evaluation to find out what has been achieved, and to find the most effective solutions to the challenges facing the implementation of plans and programs.
His Excellency the President of the Audit Bureau stressed that this occasion is a moment in which the Bureau is committed to providing added value in the field of oversight work, and continuing the march in carrying out its oversight tasks with more effectiveness and quality, and raising the level of performance in accordance with best professional practices.
He added that the position reached by the State Audit Bureau and the confidence in the quality of its oversight outputs was achieved thanks to the support and patronage of His Highness Sheikh Tamim bin Hamad Al Thani, Emir of Qatar, as the issuance of Law No. (11) of 2016 regarding the State Audit Bureau and Emiri Resolution No. (7) For the year 2017, the organizational structure had a great impact and a qualitative shift in the work of the Bureau, which contributed to strengthening the mechanisms of control over public funds, and gave it the highest degrees of independence in the exercise of its tasks and specializations. New types of control were introduced and administrative units specialized in quality control were added.
He pointed out that the Bureau was able, during its career, to build and strengthen professional, organizational and institutional capacities, develop methodologies and methods of oversight work in line with international best practices, strengthen oversight systems to perform their tasks efficiently and professionally, and work to develop and develop the skills and capabilities of employees, and enable them to keep pace with the rapid developments in the field. Regulatory and accounting, noting that the Bureau’s role is no longer limited to traditional oversight, but has extended to the practice of modern control with advanced methods and techniques with the aim of enhancing the added value of the outputs and outputs of the Bureau’s work and in a way that contributes to achieving the Qatar National Vision 2030 on which the Bureau relied in developing its strategic plans and objectives.
His Excellency Mr. Abdulaziz bin Muhammad Al-Emadi affirmed that the State Audit Bureau, out of its belief that protecting public money is the responsibility of all, and that achieving control over the safety and legality of its use and good management is not complete except in partnership with various agencies in the country, especially those subject to auditing, and work to develop and strengthen this partnership on the basis It is characterized by professionalism, transparency, clarity, and working as one team in order to protect public funds, and establish values and principles of integrity, transparency, and good governance.
He pointed to the Bureau’s success in building a wide network of professional external relations with various regional and international organizations working in the field of oversight work and counterpart bodies with the aim of exchanging experiences and developing professional and institutional capabilities. In the world, and as a culmination of its active roles, the Bureau was chosen to chair the Arab Organization of Supreme Audit Institutions (ARABOSAI) during the period from 2019 to 2022, and in 2022 it won membership in the Executive Board of INTOSAI as a representative of ARABOSAI.
For his part, His Excellency Sheikh Fahd bin Hamad bin Saud Al-Abdul-Rahman Al-Thani, Vice President of the State Audit Bureau, stressed that the celebration of the fiftieth anniversary of the establishment of the Audit Bureau represents a new opportunity to confirm the commitment of the Bureau’s management to consolidating the gains and successes it has achieved over the past years in the field of preserving money. and ensuring the safety and legality of its use and good management in a way that serves the present and future generations of Qataris and achieves the vision of the wise leadership in achieving sustainable development.
His Excellency added that the developments witnessed by the Bureau in the field of institutional and organizational construction to keep pace with the rapid changes in the environment and requirements of the oversight work, contributed to the creation of a creative work environment to improve the level of performance and complete the oversight tasks efficiently and effectively, indicating that the Bureau possesses the latest auditing tools and information and communication technologies that serve its role. Regulatory system, in addition to its use of the best risk assessment and management techniques, and the adoption of an operational system capable of securing audit outputs of credibility and high quality.
During the ceremony, His Excellency the President of the Audit Bureau honored a number of retired and current employees of the Bureau who spent long periods of service in appreciation of their efforts throughout their careers, stressing that this honor reflects the institutional approach of the Bureau and its keenness to implement succession and succession plans continuously, which contributes to the transfer of expertise and preparation Leaders capable of completing the march, generation after generation.
