The Ministry affirmed that consumer rights in the State of Qatar are protected by the provisions of the law. The Consumer Protection Law provides protection for all products and services, whether paid for by the consumer or given to him free of charge.
According to the law, the consumer is defined as whoever: obtains a good or service, with or without consideration, to satisfy his personal need or the needs of others, or deals or contracts with him in this regard.
The scope of consumer protection extends to goods and services that are provided without remuneration.
The law also places an obligation on suppliers to act fairly, provide certain information about their products and services, and refund and/or compensate the consumer for poor service or defective goods. The provider is defined as everyone who provides the service, manufactures, distributes, trades in, sells, exports, imports, or interferes in its production or circulation, with the aim of providing it to the consumer or dealing or contracting with him on it in any way.
The law defines basic consumer rights, including:
• The right to health and safety in the normal use of products and services.
• The right to obtain correct information about products and services.
• The right to obtain all relevant information about the product or service in Arabic as well as in other languages.
• The right to return, replace or repair the product for free, if it is found defective or does not meet the standard specifications or its purpose.
• The right to find all relevant information about the product, including its type, nature, ingredients, etc.
• The right to find the price of the product displayed clearly.
• The right to receive a dated invoice for the product purchased.
• The right to obtain all relevant warranties for the product offered by the producer or agent.
• The right to obtain another free product if the period of implementation of the warranty conditions exceeds 15 days until all the conditions of the guarantees are fulfilled.
• The right to resort to the judiciary in the event of any violation or restriction of consumers’ rights.
The consumer has the right to claim compensation for any property damage resulting from the purchase or use of the product or service. Accordingly, the supplier is obligated to refund, replace or repair the product without charge if:
• A defect has been detected in the product, or
• The product did not conform to the standard specifications and did not meet its purpose.
False or misleading advertising or promotion
The Consumer Protection Law prohibits selling, displaying, presenting, promoting and advertising any spoiled or expired products, meaning that they have exceeded their expiry date or do not comply with the stipulated specifications.
