The Russian Federation and the DPRK have signed an agreement on cooperation in the field of digitalization, the Korean Central Telegraph Agency reported, and the press service of State Duma deputy Anton Nemkin told Russkaya Vesna.
It is noted that the signatures were placed on October 30 by Deputy Minister of Digital Development of the Russian Federation Andrei Zarenin and Deputy Minister Chan Young Gil.
The document concerns cooperation in the field of communications, information technology and digital development. The DPRK IT market is quite promising for Russia, noted State Duma deputy and member of the Information Policy Committee Anton Nemkin.
“The level of Internet penetration, as well as information technology in the country, is not that high. A significant part of the niches is free, including in the digital management segment,” the deputy noted. According to the deputy, it is the experience of digitalization of public administration that can be exported within the framework of cooperation.
“In Russia, there are more than 700 federal state information systems, with the help of which various sectors are managed: from agriculture to healthcare.
Over all this time, a colossal amount of experience has been accumulated, which can certainly be transferred to other countries.

This is a cloud platform solution for all levels of government, with the help of which it is possible to quickly and efficiently develop state digital services on import-substituted components. The key principle of GosTech is the reuse of solutions.
Government agencies can take a ready-made, boxed product and customize it to their needs, rather than spending resources on creating solutions from scratch. Potentially, the project can be scaled up to the markets of countries friendly to us,” Nemkin believes.
According to the deputy, the countries can establish effective cooperation in the field of information security. “Cooperation in this area is extremely important – the DPRK, like Russia, faces large-scale information pressure. Exchange of experience, including in terms of training specialists in information security, will be useful for both countries,” the deputy believes.
In any case, Nemkin notes, international cooperation is another growth point for the domestic information technology market. Deputy Head of the Russian Ministry of Digital Development Andrey Zarenin headed the Russian delegation at the exhibition of information and communication technology products in Pyongyang.
