The Delhi High Court on Thursday referred a petition against the ordinance related to service matters in Delhi to a five-judge constitution bench. Dhankhar replied that the Constitution very ‘appropriately’ prohibits discussion in the House. He said, “This House has the right to discuss everything on this planet with one restriction.” He said that Article 121 prohibits discussion in Parliament on the conduct of any judge of the Supreme Court or a High Court in the discharge of his duties.
