In Hazaribagh district, the valuation documents of many plots and houses to be acquired for six-laning of NH-2 are not available in the offices of the concerned departments. Due to lack of documents, compensation for such plots and houses has not been made. For this reason notice has not been given to their owners or ryots. The affected people are visiting the offices to get the compensation notice. Different answers are being heard from every office, due to which the affected ryots and land owners are worried.
Case Study-01
The land of Sitaram Rana, a resident of Pipra village of Chauparan block, account number-66, plot number-2116/01, area 3.5 decimals, on which the house is also built, is being affected in sixlane. Its measurement has also been done, but the notice has not been received. When he went to the land acquisition office in search of the notice, the record was not found there. From there he was sent to the building divisional office. No records found there either. Both these departments wrote letters to NHAI for revaluation. On this, the project director of NHAI refused to allow revaluation citing rules. The landowners and ryots are troubled by going round the offices of the concerned departments
Shyamdev Sav of Pipra village of Chauparan block has also not received the notice. His plot number-1270, account number-25, land and house both were evaluated. He has been told by the Land Acquisition Office that the requisition of the plot has not been sent from NHAI to the Land Acquisition Office. Whereas, the structure built on the said plot has been evaluated by the Executive Engineer, Building Division, Hazaribagh.
Land account number-55, plot number-1461, area five decimals of Ramkhelavan Saav has been purchased. Neither an award has been made for them nor a notice has been sent. There is a three storey house built on the land. He has also given an application related to this to the Land Acquisition Office in October itself, but no action has been taken.
Account number-25, plot number-1270 of Devanand Sav, father-Ritu Sav’s land and house both are affected. They have also not received the notice. On finding out in the land acquisition office, it was told that NHAI has not even sent its requisition. Whereas, Devanand says that his land and house have been evaluated along with the entire village. He has also made a written complaint in the land acquisition office only in October last year.
10 years ago, along with the entire village, my land and house were evaluated. If the documents have gone missing, it is not my fault. Still, for the last six months, I have been going round the offices. Every department shies away. I want justice.
Sitaram Rana, Raiyat, Mouza Pipra, Circle Chauparan
No document has gone missing from our office. It was the responsibility of the NHAI office to send the requisition. From there something must have gone wrong. According to the documents that have come to us, notice and compensation are being given.
Vinod Kumar, District Land Acquisition Officer, Hazaribagh
