The report notes that the Chinese government will work to manage dangerous situations that either already exist or may appear in the near future and in the longer term.
“It is necessary to strengthen the work on the formation of tools that prevent risks and control over them, as well as build up the appropriate capacity, take strict and thorough measures to prevent systemic risks in the field of security,” the document says.
