Members of the ANOCA executive committee, headed by the head Mustafa Berraf, unanimously supported the position of the International Olympic Committee that the Russian Federation and Belarus can compete “in conditions of complete neutrality without any signs of identity.” Earlier, the National Olympic Committee of Australia made a similar statement.
The IOC, at the beginning of a special military operation, recommended that international sports federations exclude Russia and Belarus from all international competitions. However, in 2023, the head of the IOC, Thomas Bach, allowed the participation of athletes under a neutral flag. To the Games, in his opinion, only athletes who did not publicly support the holding of the SVO in Ukraine should be allowed.
