The Codification Council did not support the bills on the digital ruble – DOS

Pavel Krasheninnikov, head of the Council for Codification under the President of Russia and Chairman of the Constitutional Committee of the State Duma, said that the Council did not support draft laws on the introduction and regulation of the digital ruble in the country.

At the end of last year, a bill was submitted to the State Duma on changes in legislation in connection with the introduction of the digital ruble.

“Given the development of new technologies, the transition to their use of financial and payment systems, the idea of ​​a digital form of existence of the national currency itself is not objectionable. However, its implementation in legislation requires the elaboration of a number of conceptual issues, the answers to which, unfortunately, are not visible in the bills,” Krasheninnikov announced.

The authors propose to introduce new terms — “digital ruble platform operator” instead of using the established ones. Some “new” norms duplicate those existing in the Civil Code, which “will affect the consistency of the Civil Code of the Russian Federation and may cause legal uncertainty in the future,” so the provisions cannot be supported.

The Head of the Council recalled the need to define a clear delineation of duties between the operator and the participant of the digital ruble platform.

As the BLiTZ wrote, this year it was planned to start testing the digital ruble in operations with real clients. 15 large Russian banks will take part in the test launch.
