Regional operators will be engaged in centralized procurement directly from manufacturers of building materials, equipment and other goods for the overhaul of residential buildings. Such a bill was submitted to the lower house by the deputies of the State Duma Committee on Construction and Housing and Public Utilities at the end of last year. The document was supported by the government, follows from the draft conclusion of the Cabinet (Izvestia has it).
“Implementation of the provisions provided for by the bill will make it possible to increase the efficiency of using the funds of the owners of premises in an apartment building, paid as contributions for major repairs,” the document says.
The Cabinet of Ministers also proposed establishing a general procedure for the entry into force of the bill, and not from March 1, 2023, as the document suggests, due to the lack of justification for this particular date.
Today, purchases are made by repair contractors, as well as various intermediaries.
“We observe unhealthy tendencies of poor-quality performance of work in some facilities, contractors and regions. This is fixed after inspections by regulatory authorities. One of the main violations is the discrepancy between the materials used and the initially declared quality parameters, including this is due to sanctions, ”said Sergey Pakhomov, chairman of the State Duma Committee on Construction and Housing and Communal Services.
The bill gives the right to regional capital repair funds to purchase building materials centrally, primarily from domestic manufacturers, the parliamentarian stressed.
On average, due to intermediaries, materials cost 10-20% more, said Pavel Sklyanchuk, an expert of the Popular Front. Their purchase from manufacturers will reduce the time for preparation for repairs, speed up the work, reducing the cost, he said. According to Tatyana Vepretskaya, director of the National Housing Congress, this will reduce the cost of materials by 50%, and equipment by at least 20%.
